How does the proposed regulations affect twinning association members who regularly, i.e. once a year ,host families from another country, which will include young people, some under 16,and accompanied by a parent or guardian The visit lasts for 5 days

Thank you for your email of 30 October to the DCSF mailbox about the impact of the Vetting and Barring Scheme on twinning associations. Your query has been passed to me to reply.
Under the new Scheme if a child is accompanied by an adult when they stay at a host family in the UK, or if it is done as a family arrangement (e.g. the families of children from abroad make a personal arrangement with other adults to look after their children for a week in the UK (and the adults do not do it for reward), then the parents in the host family will not have to register with the Scheme.
However, if a child stayed with a UK host family without an accompanying adult, (after registration starts in November 2010) the host parents are then providing both care and accommodation, and so would have to register with the Scheme. (Other adult household members who might help to look after the child would not have any legal duty to register).
